Two MAS rules set how much a bank may lend on a home at Meyer Blue: the loan-to-value (LTV) limit, which is measured against the price, and the Total Debt Servicing Ratio (TDSR), which is measured against income. The figures below were in force on 20 October 2026.
Meyer Blue Loan-to-Value Limits
The limit depends on how many housing loans the borrower already has. Each tier has a standard limit, a lower limit and a minimum share of the price that must be paid in cash.
| Outstanding housing loans | Standard LTV | Lower LTV | Minimum cash |
|---|---|---|---|
| None | 75% | 55% | 5% (10% in the lower band) |
| One | 45% | 25% | 25% |
| Two or more | 35% | 15% | 25% |

When the Lower Band Applies at Meyer Blue
The lower band applies if either of these is true:
- the loan tenure is more than 30 years; or
- the loan would run past the borrower’s 65th birthday, using the income-weighted average age when two people borrow together.
A 32-year-old taking a 35-year loan would exceed 30 years and finish at 67, so the lower band applies; a 46-year-old on a 25-year loan stays within 30 years but finishes at 71, so it applies as well. Loans on private homes may run for up to 35 years.
Past 30 years, or past age 65.
The loan limit falls to 55%, 25% or 15%, and the minimum cash on a first loan rises to 10%.
The TDSR Test for Meyer Blue Buyers
All monthly debt repayments, including the new loan, must fit within 55% of gross monthly income. The new loan is tested at a medium-term interest rate rather than the rate the bank quotes, so that the loan stays affordable if rates rise.
| Rule | As at October 2026 |
|---|---|
| TDSR limit | 55% of gross monthly income |
| Interest rate used for the test | The higher of a 4% floor or the loan’s prevailing rate |
| Variable and rental income | Counted at 70%, after a 30% haircut |
| Longest tenure, private property | 35 years |
| Joint borrowers | Income-weighted average age |

Fixed salary is counted in full. Car loans, other property loans and minimum card repayments are deducted first, and what remains is turned into a loan amount. The TDSR calculator for Meyer Blue applies these rules for one or two borrowers.
In-Principle Approval Before a Meyer Blue Viewing
Many buyers get a bank’s in-principle approval before they view. It states how much the bank is prepared to lend on the information provided, subject to final approval and a valuation, and turns the stamp duty, the booking fee and the cash share into firm figures. Each bank sets its own terms and how long the approval lasts.
Once the buyer’s own share is paid, the loan is drawn stage by stage under the payment scheme, and the progressive payment calculator shows the split at each stage.
